Muslim Brotherhood Plan for Destroying America: Document Introduced as Evidence in the U.S. v. Holy Land Foundation et al. trial
“An Explanatory Memorandum on the General Strategic Goal for the Group in North America” dated May 22, 1991, and written by Mohamed Akram, a senior Muslim Brotherhood figure in North America and Hamas-linked individual. It was seized by the FBI in 2004 from the Annandale, Virginia home of Ismail Elbarasse (described in connection with the Brotherhood’s archives) and admitted into evidence in U.S. v. Holy Land Foundation et al. as Government Exhibit 003-0085.
The memorandum discusses the Brotherhood’s long-term strategic goal in North America of “Enablement of Islam,” building on a 1987 Shura Council plan. A frequently cited passage states:
“The process of settlement is a ‘Civilization-Jihadist Process’ with all the word means. The Ikhwan [Muslim Brotherhood] must understand that their work in America is a kind of grand jihad in eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers so that it is eliminated and God’s religion is made victorious over all other religions.”
It frames the take-over the U.S. and Canada by Islam as a multi-stage process involving organizations, coalitions, absorption of Muslims and others, and supporting a global Islamic state. An attachment lists “our organizations and the organizations of our friends,” naming groups such as ISNA, MSA, ICNA, IAP, and others active at the time.
2008 retrial (U.S. v. Holy Land Foundation et al., Northern District of Texas): On November 24, 2008, a federal jury convicted the Holy Land Foundation for Relief and Development (HLF) and five of its leaders on all counts (totaling 108 counts across the defendants). Charges included providing material support to a designated foreign terrorist organization (Hamas), providing funds/goods/services to a specially designated terrorist, money laundering, and tax fraud/false returns. The case was described as the largest terrorism-financing prosecution in U.S. history at the time. Prosecutors presented evidence that HLF (once the largest Muslim charity in the U.S., based in Richardson, Texas) knowingly funneled millions of dollars (roughly $12+ million post-1995 designation) to Hamas-controlled entities under the guise of charitable aid.

Texas Republican Party Positions on Sharia Law and the Islamization of Texas at the 2026 State Convention
The 2026–2028 Republican Party of Texas Legislative Priorities, approved by delegates at the state convention in Houston on June 13, 2026, include a priority titled “Don’t Sharia Our Texas.” These priorities are the party’s ranked directives to elected officials, drawn from the broader platform and resolutions process.
The Republican Platform platform states:
“Texas government must stop Sharia Law by declaring that Sharia Law is an incompatible, seditious, subversive, competing enemy system in opposition to the Texas and U.S. Constitutions, and that its advocacy or implementation is a by seditious criminal act, deserving disqualification from public, military, and law enforcement service, and justifying criminal punishment, denaturalization, and deportation.”
