Word from Austin is that the Democrats plan on bailing out of the Special Session of the Texas Legislature after the Sunset Bill, funding the Texas Medical Board (TMB), is passed. The Special Session of the Texas Legislature began yesterday morning.
When the 55 Democrats state representatives bolt out the door of the Texas House there will no longer be a quorum necessary to pass the additional 19 bills of Gov. Abbott’s and Lt. Gov. Patrick’s conservative agenda. A quorum consists of 100 out of 150 state representatives.
Unfortunately, Gov. Abbott did not propose all 20 pieces of conservative legislation when the Special Session began yesterday. He only proposed the TMB Sunset Bill. Abbott said that he will propose the 19 additional bills after the Sunset Bill has passed the legislature. This may prove to have been a tactical error on Abbott’s part.
It seems that Abbott would have better served his goal of passing all 20 pieces of his conservative legislation had he introduced all them yesterday without waiting for the passage of the Sunset Bill. This would have given Lt. Gov. Patrick leverage to use against Speaker Straus if he refused to bring up Abbott’s 19 other pieces of conservative legislation for a vote in the Texas House.
Once the Sunset Bill is passed then the Democrats can bail out of the Special Session and leave Gov. Abbott and Lt. Gov. Patrick holding the bag. The Democrats already have campaign buttons that say “Sunset and Sine Die.”
Sine Die means the adjournment of the legislature.
