Sen. Cornyn Backs Dr. Hotze’s Lawsuit to Remove Thousands of Illegal Names from Harris County Voter Rolls
WASHINGTON – U.S. Senator John Cornyn (R-TX) today released the following statement in support of Hotze v. Bennett, Steven Hotze’s lawsuit against Harris County for failing to remove tens of thousands of ineligible voters, including potential illegal immigrants, felons, non-residents of Harris County, and deceased individuals, from the voter rolls by the National Voter Registration Act’s 90-day deadline:
“Under the National Voter Registration Act, it is appropriate and necessary for jurisdictions to maintain the integrity of voter registration rolls. This includes removing ineligible voters and those who have left the area or passed away. The potential presence of illegal aliens is particularly concerning, as they should never have been added to the rolls in the first place,” said Sen. Cornyn. “I encourage swift consideration of this case and look forward to Houston rectifying these egregious errors and following our election laws.”
Background:
Under the National Voter Registration Act of 1993, states must remove ineligible names from voter rolls at least 90 days before the date of a federal election.
Sen. Cornyn has long advocated for fair elections and sensible voter registration laws, including pushing for aproof of U.S. citizenship requirement to be added to the National Mail Voter Registration Form.

Over 50 Elected Officials and Conservative Leaders File Amicus Brief Supporting Dr. Hotze in His Lawsuit, “Hotze v. Bennett,” Challenging Illegal Election Procedures
Houston, Texas – On Thursday, November 20, 2025, attorney Jared Woodfill represented Steven F. Hotze, Agriculture Commissioner Sid Miller, Senate District 15 Candidate Joseph L. Trahan, and Congressional District 7 Candidate Caroline Kane in the hearing before the First Court of Appeals. In this hearing Jared Woodfill defended thr legal standing of these plaintiffs to sue the Harris County Tax Assessor Collector to remove hundreds of thousands of illegal names on the voter registration list in Harris County.
State Representative and attorney Briscoe Cain filed an amicus brief for over 50 elected officials and conservative leaders. The amicus brief supports the legal standing of Steven F. Hotze, M.D. and the other plaintiffs.
State District Judge Tanya Garrison ruled on April 10, 2025 that Dr. Hotze and the other plaintiffs had legal standing. The Harris County Attorney has filed an appeal to the First Court of Appeals, styled Annette Ramirez v. Steven F. Hotze, M.D., et al., challenging Judge Garrison’s ruling.
Hotze v. Bennett seeks declaratory and injunctive relief against the Harris County Tax Assessor Collector, the Voter Registrar of Harris County, regarding hundreds of thousands of illegal names on the Harris County voter registration list.
Because the previous Tax Assessor Collector, Ann Bennett, chose not to fulfill her statutory duties, the Harris County voter registration roll contains over 400,000 names of persons who no longer live in Harris County.
Additionally, there are thousands of illegal names of voters who have died, voters who are felons, voters who have registered at post office or private mail boxes with commercial mail receiving agencies (“CMRAs”), scores of voters who are not related to each other but have registered at the same address, voters who have registered at a commercial address and do not reside there, and voters who claim to live on vacant property with no structure.
The Harris County voter registration list has not been updated since Democrats took control of the office in 2016. This is a violation of the Texas Election Code §15.022 which requires the tax assessor collector in every county to update the registered voter file on a monthly basis using the National Change of Address from the U.S. Post Office.
Dr. Hotze stated, “Texans have every right to be concerned about vote fraud when hundreds of thousands of illegal names in Harris County are being voted every election cycle. It is likely occurring in other Democrat controlled counties across the state. It is critical that election integrity is protected, and I appreciate the support of the elected officials and conservative leaders who have filed this amicus brief.”
